Retry a license request POST

Runs a license request again now, failed or not. On success a new license is saved and added to the order item, and automatic retries stop. A failure is not returned as an error: the call still answers `200`, so check `status` in the response (with `debug=true` for the reason). No request body. Secret and trusted tokens may call it.

Returns your download links, oldest first unless you send `desc=true`. Secret and trusted tokens may call it.
